PRESS RELEASE - Council to Hold Second Reading For Comprehensive Plan Periodic Review On December 8

Public invited to comment on changes to the Periodic Review, including the Comprehensive Plan, Development Regulations, and the Active Transportation Plan. 

December 1, 2025 PORT TOWNSEND - – Port Townsend City Council is in the final stages of conducting deliberations on the Comprehensive Plan Periodic Review, including development regulations and adoption of an Active Transportation Plan. After two years of regular public engagement and work from staff, consultants, Planning Commission, and City Council, on October 23, 2025, the Planning Commission held an open public hearing and provided their recommended amendments to City Council. On November 17 and 24, 2025, City Council held an open public hearing that reviewed the recommendations and proposed changes, such as to housing density and daylight plane, which have been tracked on an Errata Sheet. 

On December 8, 2025, Council will continue deliberations and conduct a second reading of Ordinance 3361, containing all amendments to the Comprehensive Plan, implementing development regulations, and the Active Transportation Plan. Written public comments received by 4:00 p.m., December 8, 2025, will be included in the Council packets, and the meeting will include verbal public comment. The deliberations will take place in Council Chambers at historic City Hall, 540 Water Street, with attendance in-person or virtually.
