New System Development Charge (SDC) Structure

Effective April 1, 2024, the City system development charge (SDC) structure for new sewer connections has been updated and a new stormwater system development charge (SDC) has been implemented for new impervious surface.  These changes are necessary to help fund critical infrastructure development to support growth of housing and commercial development within the City.  The City of Port Townsend is promoting smaller and more compact development, and thus the fees are based on habitable area for sewer connection fees and impervious area for stormwater.  The City encourages designs minimizing impervious area through smaller footprints and smaller structures to support lower cost housing options.  Additionally, if your project is providing affordable housing, please ask for System Development Charge deferral options.
